Azerbaijan - Is the Red Cross in Your Territory?

The Red Cross is making sure that some vital medicines get through but I noticed that the authorities in your enclave have implemented a Russian system where buckwheat, rice, sugar, pasta and cooking oil is made available. It sounds to me if this continues your territory is not going to be viable for very long is it? I mean people are going to suffer. The biggest confusion for me about what is happening right now is that you have around two thousand Russian military personnel on your territory as supposed peacekeepers. Why are they not opening the road to make sure that supplies can get through?
