Walpole was much too keen a party man to be an idol onlooker. He performed that indefinable and mystic function of keeping the party together. The hospitality with which he entertained his political associates endeared him to the party, and animated their councils. No transaction in our annals has ever given rise to more violent and protracted disputes. Walpole held at the Peace though the only solid foundation for the Tory system, was also a necessity and a blessing both for the country and for Europe.
