It's unclear if these were just folders that were reused a because they're often a way that people transport a classified document. Or it's not clear, if you know, ar thes suggests that documents are missing. You know, could they have been taken out, and this shell of the folder is what's left? But, you know, it's hard to really know. Based on just this description here, it's very possible they're just empty folders.
