The question of whether the notion of sovereignty is a principle versus a rule, which would then impose legal obligations upon states. "I've never heard the specificity that what activities are prohibited just because sovereignty is a rule," he says. If we can identify those things under which sovereignty as a rule, the actual operational activities that sovereignty as arule prohibits, that would go a long way in helping us resolve this debate."
