Is There a Dual Technology Framework in the Modern Economy?

The move out from Russia by many large multinational companies, it's had a very, very discerning effect on the Russian economy. We're now seeing the Russian military scrambling for different type of technology inputs in order to be able to restock and to avoid equipment depletion. But I think the broader point here, which extends beyond the Russian war right now is that we are moving into a territory where it's just very difficult to uphold an old style sort of framework for how to think about these issues.
