The Ching Dynasty's Use of Means to Crush the Rebellion

The ching dynasty had staked out its position in one of the former imperial capitals, and would be the capital of china again later on. As of about 18 53 or so, i managed to capture the city, and that had become its a focal point. In staking out a territory and declaring an imperial capital of their own, it allows the chan government to essentially say, ok, that's an exclusion zone. You either are there and you are part of them, and therefore are a legitimate target, or you are out of there, and you know you're safe from us.
