Is Vladimir Putin a War Criminal?

Vladimir Putin is seen by some to be a war criminal, or perhaps better put as a man who needs to be tried in a court for war crimes. Would human rights watch take that view? I mean, we actually did take that view in Idlib, the Northwestern province in Syria, which is actually in one of the epicenters of the earthquake right now. And we take that exact same position in Ukraine. We want democracy. Right.
