Paul Begala: Mueller should have indicted the president but that was precluded by DOJ policy. He said he wouldn't answer one of the two most important questions, were crimes committed in connection with Russia's interference in the election? And then he simply declined to answer that question with respect to the president which in effect was a declaration by Mueller that the president can only be exonerated.Begala: In protecting the presidency and saying that a president should not be publicly condemned, he advanced the institution of the president at the expense of informing the public about the actions of this particular president.
