The Story of Joe Lowe and the Four to Five Billion Dollar Scam

Even as a young guy, people were turning their heads because he would walk into a nightclub and say the Hamptons or something and drop 40, 50,000 dollars. Joe Lowe loved to be seen as the rich guy at the center of the whole story. He was inspired by seeing a sovereign wealth fund up close and personal. The idea behind it was perhaps it's an unproven theory or concept is that if this fund were to borrow money and focus its efforts on improving the local economy.
