The Ownership of the Sky
If a country owns something then it can decide what it wants to do with it. It can require other countries to pay to use it, to pay to go into it. Countries that own the airspace can also decide to not allow usage of their airspace. This can turn into quite a handy diplomatic tool and is used by countries to exert pressure on others. There's currently no global consensus on exactly where sovereignty end of where ownership by a country ends. Suggestions range from 19 miles above the surface to 99 milesabove the surface.
