Is the Pentagon Different From the White House?

I was shocked at Millie who divorced himself from the Afghanistan disaster. I think, unjustibly, he should have put his stars down and left unless he was really a part of the decision making. And he's over just trying to cover up for that. Is there a sense of the Pentagon different from the White House or what do you hear? I don't know. There are a lot of behind the scenes conversations that go on that we don't know about some of that trickles out to us.
