What's the Political Economy of Climate Potential?
The Biden administration is entering with on the heels of a decade of very low interest rates and very easy money, low long term borrowing costs. A massive public infrastructure program, a massive climate program seems possible in this environment. That window seems to have closed, or at least be rapidly closing right now due to what's going on - not just inflation, but response to it. So beyond the spending and investment program and the capacities of the central bank balance sheet, you need to introduce demand for progressive and radical taxation,. On the other hand, structural reform and transformation of the institutional structures would change your options.
