For decades, congress delegated to the president powers over trade a, i assume that's largely similar with respect to emigration. Now under since trump and since cobid and continuing under biden, we have this policy where the administration can say, "We're just not going to use the caps" The courts are not going to stop em now there's differences. You know, four immigrants who are already in the united states, that's a different story. But for letting folks in from abroad, it's all in the administrative agencies. It's basically total. It's whatever they want.
