This is not something that is a creature of the Obama administration it has persisted into the current administration even as the president calls climate change a Chinese hoax. There were some reports specifically a sort of notorious 2003 report that was commissioned by the Pentagon that really considered sort of like black swan events or grace one events that could trigger geopolitical instability. It is the Obama administration where you see a more public and consistent embrace of this but that has really continued through the Trump administration with the exception until until the present.
