The most people the reserve is not much of an issue. Most people aren't partialists. And their encounters with the reserve are rather rare. They at they are not benefiting from it, necessary because there's hardly any tourist. The misfortune is concentrated on these pastoral groups who were politically weak in those circumstances. Then the misfortune very real and severe. But does that make it unsustainable? Again, this is an empirical proposition that you can test.
