In 17 77, George washington issued a army wide order that all existing troops were to be inoculated against small pox. It was both a sensible measure to try and prevent widespread death and a humane choice. But it was also very much a strategic one, because if the army was decimated, then they were going to be quite helpless against the evil british forces who were coming to attack them.
