Efficiency is the most cost effective way to reduce carbon amissians or to resolve various problems. But when you're facing a non trivial, catastrophic threat, it seems to me that making efficient or priority requires a lot of justification. A universal carbon price doesn't really discriminate by a definition,. It's a universal price on carbon.
