The tactic was what i would call this urby side. You attack a city and they give up, so much the better. If they don't, they get hammered. The cities that he took were taken with great brutality. Far cheaper to terrify one city in order for the others further down the line to give up peacefully. There were some cities that resisted, and they were totally destroyed. So was he operating effectively eritocracy. Was an eritocracy indeed.
