The Special Counsel's Indictment of 371

18 USC 371 makes it illegal to conspire, I'm going to be conspired either to commit any offense against the United States or to defraud the United States. So folks may rightfully think that that is an absurdly broad statute that can't possibly mean anything, but it's been around for a very long time and it's been upheld over and over and over. The factual allegations in support of 371 are the entire indictment. You do not need to have conspired to commit another crime to be found guilty of this.
