The Demonization of Winston Churchill
The war cabinet from August 1943 took the famine very seriously and Churchill appointed Viscount Waver as Viceroy with the specific brief. In terms of actual supplies Churchill is blamed for having not diverted some Australian shipping to Calcutta in preference to having it in Europe. The war cabinet arranged for over a million tons of Australian, Iraqi and Canadian food grains to be shipped to Bengal between 1943 and 1944. And it was that supply of a milliontons of food grains that actually ended the famine and it broke the speculation.
