Zambia, Kenya and Africa - Is the Chinese System a Fascist?
I don't really get the sense that African stakeholders who are involved in these negotiations have a full understanding of the complexities of the Chinese system. A lot of the negotiators and people in the finance ministries, including in Zambia, were trained in the West,. They've been basically brought up dealing with the Western multilateral system and are unfamiliar with the China system. So that's also sort of hampered the process that doesn't seem that anyone really wants to take this on. It seems impossible in many respects.
