Is This Bill Perpetuating or Sustaining Harm?

Oge: I think that it will reduce harm all over the place, and clearly in disadvantaged communities. The language about us being used as pawns to get this big bill is true from a procedure piece. But i don't think it perpetuates or necessarily even causes directly any harm outside of those four specific leases.
