The Role of Progressive Organizations in the Enactment of the IRA

Ted and Tim, what do you make of Daniela's argument? Are some of what Daniela characterizes as carrots in your view actually sticks? I think there's a few angles that we could take at this. We can think about to what extent the legislation that was enacted encodes various progressive priorities or doesn't. It might be worth talking about parts of the overall legislative agenda that did not make it into the final legislation.
