Is There a Quantum Computer?
Signatures only matter during the connection. If a quantum computer actually exists, you could record the whole handshake and then save them for later. The subtext being that if China somehow developed a quantum computer, like the US would know. And there's no evidence that the incremental steps that would need to happen to get there have happened.
