Silicon Valley Bank was not really a retail bank. Like it was mostly a business bank and that's part of the reason why they made that dumb bet. So we've, from what I can tell, set up the system to encourage banks to buy treasury bonds, which are then incredibly sensitive to interest rates. Treasury bonds are considered risk-free and therefore are subject to looser capital regulations than other things are.
