San Francisco - Right to Shelter?

Right to shelter is an idea that's been coming back in california cities from san francisco to sacramento. A 28 teen court case called martin b boise put some limits on when cities are able to clear or sweep encampments. It said they must offer an alternative shelter. But i think it's a conversation that we're going to see in a lot more cities as there's just kind of this sense of like, where do we go from here?
