In truth, it's human beings making decisions based on the information that they have. We know that individuals aren't always rational in the decisions that they make. The new UI, they make mistakes, they react to stimuli and that's why when you have some sort of surprise as we had in the budget then people are immediately trying to react either by selling what they have because they're scared.
