Water Markets in the US Have Much Higher Transaction Costs Than the Australian Markets

Adjudicating rights and trying to pin down exactly what people have been using can reduce transaction costs. One of the challenges with the Australian water markets is that by trying to homogenize a lot of that, we really haven't paid enough attention to how water moves through the system. The Murray-Darling Basin has had a massive boom in pistachio planting and almond planting and orchardsdown there. And so it's causing bank erosion when you're trying to run rivers too high.
