NSA in the early days was pushing for biometrics. They're like, this is the absolute best way to have some sort of identification of, this is you because that's... Yes, it can be exploited, but it's you. More reliably than a password, more reliably than something you have. There isn't the technology out there to do it reasonably well conveniently so that people will use it. And even if you limit it to federal agencies, yeah, it still kind of seems low.
