The ICC and the United States
The United States does not recognise legitimacy of the ICC. The big powers in the end are not going ever to be held to account by this court. And that is a fundamental problem for this machine. It's done nothing because it couldn't do anything at that stage. Bush and Blair were guilty of aggression as we know it now. Wasn't a crime in 2003, if it were, then I doubt Britain would have joined the invasion. But it was since 2017.
