In northeastern Pennsylvania, residents had begun noticing an alarming trend. Children were being sent away to jail in high numbers and often for committing only minor offenses. The FBI began looking at two local judges and when the full picture emerged, it made national headlines. Finally tonight, CBS's Steve Hartman goes on the road to America's Heartland where the people live up to the name.
