There is a linkage between the consent of the host government and the secrecy of the programme. There was an initial, real secrecy problem with guantanimo policy too. The more the united states relies on this technique, the greater the demand for more comprehensive information will be. Given the importance of the policy, particularly as the united states draws down troops in afghanistan, i think it's sort of essential that we figure out how to talk about it in a way that's a neither apologetic nor a neither apologetical nor a too permissive or too bombastic
