Nuclear weapons typically detonate in the air, not on the ground. Troops did drop nuks on civilian targets. The concept has been around since at least the nineties,. i guess, probably sooner than that. If a nuclear device were to be detonated, and this can be it's reasonably a megaton bomb, you wouldn't even know where it came from.
