Is Russia a State Sponsor of Terrorism?

I want to designate russias a state sponsor of terrorism under our law, because their terroris state bindes opposing me. I think the ucranians are going to fight till they liberate their country. If we give them the weapons and the economic support, they will win soon rather than later. India is part of the problem when it comes to russian sanctions, and they should suffer the consequences if they don't change our policy.
