Despite the high expense of building houses in New Zealand, the quality of our building isn't necessarily up to scratch. The government did try to address our housing stock problem with the Kiwi World policy but what went wrong there? Well, it's all very well government saying that they're going to pop their finger on the scale and dictate terms to how expensive a house is going to be, but the reality is land values go up and therefore costs go up. Unless governments are going to come to the party and actually build ahead of the market, which they don't seem to want to do, then inevitably the market tends to scale to demand and consequently prices get maintained.
