i was asked to be part of a teama meeting with russian siber experts. And we came up with the idea that while you couldn't control the technology, all information technology basically is dual use. The technologyis all there to do terrible things, but you agree not to. That's both a strength and an a vulnerability, because it's easy to do. But armed control will have to be transformed by this era of technological change. It seems to me the h u n effort to outlaw autonomous weapon systems is too broad in its scope.
