Missouri's attorney general sent cease and desist letters to public health agencies, school districts. He said their authority was now null and void; threatened legal action if they persisted. Lawyer Joe hatley says he doesn't have the authority under state law to do that. Hatley: In the eyes of the courts, the attorney general is justed another lawyer with an opinion. His opinions aren't binding.
