When regulators levy fines, it's enabling the whole system. It's creating the system. The incentives have always been, cheat. Say you're sorry. Let them all at you pay a little fine, and you're much better off for cheating than you were for not. And this is why bankers are held in such ill repute,. Whether its surveys, and nobody trusts them. Ti'm not trying to point my fingers and say, these are bad people, or whatever. But i've said, with the financial system, the incentives have always be, cheat. So lie through your teeth and tell them that everything's fine. You enable the whole thing.
