Russia has a foreign policy elite just as the United States does about what their security requirements are. This was pretty apparent as the Soviet Union was disintegrating, he says. The US emerged from the end of the Cold War with this great feeling of triumphalism, Doug Schulder writes. But it's very clear that when we're talking about Vladimir Putin now, Russia seems to have disappeared from this debate.
