Is the Magisterium the Servant of the Scriptures?

I'm skeptical of the idea that Augustine had a very, had a high view of the church like us. He just didn't think it was infallible. I think that that's a more of a tenuous reading of some of his work. There is a way in which scripture has a priority over the institution itself. But then when the institution gives its interpretation, he said, interpretation is everything.
