Representative Dennis Kucinich apparently brought the bill before Congress without ever reading it. People latch onto the bill as an admission by the government that all those weapons are currently in use. In reality, the bill wasn't even written by a member of Congress. It was drafted by two independent scientists and vocal UFO believers.
