The Open Skies Treaty: A Way to Build Openness

In 1992, 34 countries signed a document called the Open Skies Treaty. The purpose of the treaty is to allow aerial surveillance of foreign military bases. Is it possible that these so-called surveillance flights are actually being used to spray the entire world with dangerous chemicals? This theory is rooted in another conspiracy theory: U.S. government is secretly working with other countries to institute a one-world government.
