Mueller's Critique and Charlie's Related Critique Have Merit
Mueller was operating within what I think we see in the most recent iteration is a broken system for assuring presidential accountability under the law. The OLC opinions immunizing the president from criminal liability while in office caused no end of trouble. Mueller says that he is on the basis of that opinion very reluctant to express a judgment about the president's criminal conduct if the president cannot be tried and can defend himself in public.
