Is It a Military Exercise or a Mercenary Deployment?

Forty two african mercenaries have been killed. There's been no statement from the governments, whether it's from senegal or nigeria where there have been casualties. Families might be families that would want to get media access and to say that they have lost love on the front line. So perhaps it might come from families before it comes from government.
