The Union Bump on the EV Tax Credit
There were some major progressive goals that were brought into the initial debates about how to structure an industrial policy for the auto industry. Joe Manchin, who anticipated EV production locating in West Virginia, assumed it would be foreign non-union EV production and didn't want to see those investments disadvantaged. The union bump, which a lot of people advocated for, was slashed. There's very little in the law on the manufacturing tax credit side where IRS money is going to automakers for clean manufacturing that encourages prevailing wage or other things like that. And I think you can point to some places where they've been successful; one of them is Bluebird Union Campaign.
