Is There a Government Mandate?

I don't propose having the government determine what is or is not safe communication, because that's a bad idea. But i think the i s ps know andand they ought to be pushed to do it. The big market leaders are terribly afraid if they told you that you were part of a botanet, you'd unfairly blame them,. They'd rather have you corrupted, but on their network, than clean and on somebody else. Why that? That explains why the carriers and theaspeas on their owns don't take the steps.
