There is enormous demand for housing in cities, but land use rules remain so restrictive. Cities have this opportunity because there is all this pent up demand and housing remains there. Banks are notoriously bad property managers; they're not interested in scrounging around for some pop-up tenant that's going to occupy the space for six months or whatever. But from a city perspective, you really don't want that building to be empty.
