Sarah Kaplan: We are emitting more now than we were when we first acknowledged the problem and agreed to do something about it. The truth is that COP is clearly not doing its job, right? She says even though we're not where we need to be, we are in a better situation than we might otherwise have been had these conferences not been happening. "Every tenth of a degree counts," she says.
