How Do You Think About Targeting Civilian Infrastructure in Cyberspace?
The law of armed conflict prohibits the direct targeting of civilians for attack. A cyberspace operation that might involve what appears to be civilian infrastructure it would only happen if there was a military purpose for that activity. Because cyberspace involves so much civilian owned infrastructure what might appear to be a purely civilian object could raise advantages for our military adversaries.
