Is It Possible to Shift the Discourse on Centrality of Democracy in the Pacific?

I saw that this normativity and this emphasis on, not so much on democracy, but on rules based w was in some respects taking away from the really trategic nature of confronting threats at the quad. I don't think that the quad necessarily emphasizes mocracy. It just happens to me that there's four democracies in the quad, and this is a commonality that works within the group. But t maybe this is why spin offs like the quad plus and others that don't include dem ratic members with similar governmental cultures don't seem to be getting off the ground yet.
